The proposed Packaging and Packaging Waste Regulation (PPWR) is poised to transform the design, use, and management of packaging across Europe.
By replacing the current directive with a directly applicable regulation, the EU aims to create a truly harmonised framework that advances the circular economy. ARTEM provides the end-to-end data platform to help ensure your packaging is sustainable, traceable, and fully compliant with these evolving requirements.
The PPWR tackles the mounting issue of packaging waste by going far beyond traditional recycling targets. It introduces binding rules across the entire packaging lifecycle—from design and material sourcing to labelling and post-consumer waste management. If adopted in its current form, the regulation will apply to all companies placing packaged products on the EU market, regardless of where they are based.
Note: As of June 2025, the PPWR is still under negotiation between the European Parliament and the Council. A final version is expected to be adopted in late 2025.
The Challenge: Data-Intensive Compliance
Complying with the PPWR will demand granular data visibility across your entire packaging value chain. Businesses will need to collect, verify, and report on a wide array of environmental and technical attributes—often scattered across suppliers, product teams, and disposal partners. Without integrated tools, this creates substantial administrative, legal, and financial risks.
Core Pillars of the PPWR The regulation is built around key objectives to reduce environmental impact, increase circularity, and drive market consistency across the EU:
1
Design for Recyclability
All packaging must be recyclable by 2030 according to newly defined performance categories. Packaging that does not meet these benchmarks may be restricted.
2
Mandatory Recycled Content
Plastic packaging must include minimum levels of post-consumer recycled (PCR) content, with targets increasing from 2025 to 2040.
3
Waste Reduction & Reuse
The regulation sets binding waste prevention targets per capita and introduces reuse obligations for sectors like e-commerce and food service.
4
Harmonized Labeling & Digital Information
All packaging will require standardised disposal labels and QR codes linking to detailed digital information on material composition and disposal.
The ARTEM Solution: Digital Compliance for PPWR
