How Enforcement Works: The 4-Stage Process

Signal & Risk Screening

Authorities receive submissions or intelligence via the upcoming Forced Labour Single Portal. If risk is detected, a preliminary check is opened.

Formal Investigation

Suspected companies must submit detailed supply chain disclosures and due diligence records.

Shift in Burden of Proof

If evidence is insufficient—or if state-imposed labour is likely—the burden shifts. Companies must prove their supply chain is clean.

Ban, Withdrawal & Disposal

Confirmed cases lead to mandatory removal from the market and public disclosure.
